Rylithian, Citidel on the Water founded by Emperor Averon L'Sheriss on 08/23/0550 and has functioned as the capital city of the Empire ever since.

- Temple of Ayami Rylithian- No public catacombs, only clergy can be entombed here.
- Temple of High Lord Na'Evrah- No catacombs, only a memorial.
- Temple of Sorellyn Rylithian- Extensive catacombs underneath. Though not required, cremation is encouraged as much of the military is interred here and space is at a premium.
- Temple of Vethune Rylithian- Catacombs underneath, can be expanded as needed.
- The House of the Fallen- Originally the Temple of Aristis Rylithian. As the city has no cemetary, remains not laid to rest in another place are cremated and interred here in the extensive catacombs. The facility is now mostly a memorial. Aristis has a small shrine in the park. It is hoped that one day she will be able to reclaim her temple.
- The House of Free Worship- Any good or neutral god can be worshipped here privately. There are only basic holy services. The facility does not have catacombs.
- The House of Healing- Most of the populace comes here for medical treatment.
